The first research facility in Japan devoted to research on reconstructing disaster-struck areas. It was created on January 17, 2005, the tenth anniversary of the earthquake that devastated Kobe in 1995.

In 2008, the institute, a research center open to the public, joined with nationwide researchers, media representatives, volunteers and¡¡lawmakers in creating the Japan Society for Disaster Recovery and Revitalization. In 2009, the institute released a draft for a Basic Law on Disaster Reconstruction, and is now working on promoting it.
